Eleven years writing the budget before I ever priced a bond.

The decisions that shape a bond’s cost are made long before it prices. If your district, city or county is planning a program, the useful conversation is the one that happens while the plan is still moving. It costs you nothing. It is also not disinterested: I am an investment banker, my firm is compensated as an underwriter if you later bring us into an issue, and you should read anything I tell you with that in front of you.

Before we talk

Three things a first conversation usually covers.

Not a mandate and not a pitch book. Most of what I am asked in a first meeting is whether a program is the right size, whether the timing works against the tax rate, and what a board is going to ask. Those are answerable in an hour.

Capacity

What the district or the city can borrow against its own growth and valuation, and what it does to the tax rate. This is arithmetic, and it is better done before a number is announced than after.

Timing

When to go to the market, and whether to go at all this cycle. A structure that suits the market and one that suits the issuer are not always the same structure.

The board and the vote

What a board will ask, and what a community will ask after that. I have prepared both sides of that conversation, from the district's chair for eleven years.
